First make the filling by placing the blueberries and 1 T sugar into a pan, and cook over medium heat until some of the berries start to burst (about 10 minutes). In a separate bowl combine the cornstarch and water. Add this to the berries to help thicken them up. While cooling, make your batter.
Mix the butter, sugar, brown sugar, egg, lemon zest, and vanilla together.
In a seperate bowl mix combine flour and baking soda.
Alternate adding the flour mixture and the milk to the butter mixture. Then fold in the blueberries.
Add half the batter to your pan. Top this with the blueberry filling. Then top that with the rest of the batter.
Make your streusel topping by mixing the butter, flour, and brown sugar together. Sprinkle of the top, and bake for 35-45 minutes.
Make the cream cheese glaze by mixing the cream cheese, powder sugar, and milk together. Spread over the top of the cake, and enjoy.
